    Germany and UAE Forge New Strategic Partnership During Berlin Summit

    BERLIN, GERMANY / RankWire.AI / – A series of significant agreements and initiatives have been launched between Germany and the United Arab Emirates, following a high-level visit to Berlin. During this visit, UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz witnessed the signing of 12 government accords and declarations. These cover sectors including investment, energy, technology, aviation, security, environmental policy, legal affairs, and culture. Additionally, both nations launched a Strategic Dialogue aimed at aligning efforts across various government departments. These steps enhance their existing Comprehensive Strategic Partnership, which was established in 2004.

    Furthermore, the two governments agreed to establish a German-UAE Investment Council to foster closer cooperation between public and private sectors. The resumption of the Joint Economic Committee will serve as another platform for trade and investment discussions. The Strategic Dialogue will focus on areas such as security, defence, commerce, energy, climate policy, transport, education, and digital development. It will also promote collaboration on emerging technologies and other shared policy issues. Separate agreements were signed by Germany and the UAE concerning legal assistance, crime prevention, data systems, and government information services.

    Aviation was another key area addressed during the visit, with new measures allowing expanded access for UAE national airlines operating at Berlin Airport. Additional agreements cover passenger procedures and cooperation between relevant authorities. The package also includes accords on defence, security, and environmental protection. Cultural cooperation was formalized through a memorandum, and both countries agreed to continue joint efforts in energy sectors such as liquefied natural gas, renewable energy, and hydrogen.

    Economic Relations Strengthened by Major Investment Deal

    Part of the trip involved an announcement of a UAE investment package totaling 40 billion euros for Germany. This plan envisions investments in advanced digital infrastructure and data centres with approximately 1 gigawatt of capacity. Companies from both nations signed 29 commercial agreements and memoranda valued at over 9.356 billion euros. These private-sector deals complement the government agreements signed in Berlin, adding a crucial economic dimension to the broader cooperation agenda of the visit.

    Economic figures highlight the depth of current UAE-Germany trade relations, with non-oil trade reaching $15.5 billion in 2025 — a rise of more than 14% compared to the previous year. Cumulative investment flows from 2021 to 2025 surpassed $10 billion. Notable existing UAE investments in Germany include XRG’s approximately 15 billion euro stake in Covestro. Both governments also confirmed ongoing negotiations for a comprehensive trade agreement between the UAE and the European Union.

    Advancement in Tech, Energy, and Transportation Collaborations

    The broader commercial relationship includes projects with Covestro, RWE, ADNOC, and Masdar. Energy collaborations focus on LNG, renewable energy sources, and hydrogen, building on existing investments. Digital infrastructure and artificial intelligence are also key sectors identified for expanded cooperation, providing formal channels for government agencies and companies to work together. Transport, environmental policies, and advanced technology have been integrated into the new bilateral framework as well.

    The visit, held from September 9 to September 11, marked the first time a UAE president traveled to Germany. Discussions in Berlin spanned economic issues, technology, energy, culture, education, and regional concerns. The new Strategic Dialogue and Investment Council will establish official mechanisms to guide bilateral efforts. The 12 government agreements are complemented by 29 commercial deals and the 40 billion euro investment package. Collectively, these initiatives encompass policy, infrastructure, trade, aviation, security, technology, and energy cooperation, reinforcing the strategic partnership between the two nations.
