Confirming the development, the European Commission announced the signing of a contract to broaden IRIS2 satellite constellation through a binding implementation agreement with the SpaceRISE industrial consortium. This formal agreement marks the end of detailed technical and financial discussions that began in January 2026, transitioning the Infrastructure for Resilience, Interconnectivity and Security by Satellite program from planning to full industrial deployment.

The agreement details the schedules for satellite manufacturing, launch procurement, ground segment construction, and operational connectivity services.     The decision to enlarge the satellite constellation directly responds to rising security challenges and shifting defense operational needs across Europe. As part of the upgraded design, the baseline satellite hardware will undergo technical enhancements, with an additional 66 low Earth orbit spacecraft integrated specifically for defense agencies, national security, and emergency response units. Technical assessments indicate this expansion will boost secure governmental communication capacity by 60 percent within EU territory and by 54 percent worldwide, enhancing regional capabilities during complex emergencies and infrastructure crises.

    European Union Expands IRIS2 Satellite Network with New Contract

    The SpaceRISE consortium, responsible for overseeing primary development and a 12-year operational concession, includes major European satellite operators such as SES, Eutelsat, and Hispasat. The project’s implementation involves close technical collaboration with the European Space Agency, which offers engineering support and launch coordination. Manufacturing is carried out by a broad network of European aerospace firms, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecom providers Orange and Deutsche Telekom.

    Funding for the expanded satellite system is structured through a public-private partnership, combining contributions from the EU budget, national governments, and private sector investments from consortium members. Member states are formalizing their financial commitments for long-term deployment between 2028 and 2034. Official records show Poland pledged 656 million euros, Hungary allocated 500 million euros, and Spain announced investments ranging from 1.6 billion euros to 2 billion euros, with further national funding negotiations underway.

    Technical Upgrades Lead to a 60 Percent Increase in Secure Governmental Communications

    The upgraded system will also serve non-EU nations such as Norway and Iceland through specific administrative agreements. As the third major space initiative of the European Union after Galileo and Copernicus, IRIS2 is designed to provide high-performance, tamper-proof communications for public authorities, bridging digital divides in remote areas. The network will operate with military-grade encryption standards over dedicated spectrum bands, ensuring protection against cyber threats and physical signal disruptions.

    As manufacturing ramps up across European facilities, the European Commission and SpaceRISE will oversee phased deployment milestones culminating in initial orbital testing. The signing of this agreement guarantees that the EU Commission’s expansion of the IRIS2 satellite constellation will support long-term strategic autonomy, establishing a resilient, European-owned space asset capable of bolstering civil protection, defense operations, and commercial digital services well into the future.
